Program Background Summary:  The USAID-funded Pakistan Reading Project (PRP), implemented by the International Rescue Committee and its partners, Creative Associates International, World Learning, and Institute of Rural Management, is working with the objective to support the provincial and regional departments of education throughout Pakistan to improve the reading skills of children in grades one and two. The project aims to achieve this goal through three distinct but interrelated components that work in synergy to affect the quality of early grade education: improved classroom learning environment for reading, improved policies and systems for reading, and community based support for reading in Pakistan.


 


Job Overview/Summary


 The incumbent is responsible for ensuring that the day-to-day accounting operations and financial management functions are performed in accordance with IRC and field office policy and procedures. Specific responsibilities within each functional area are as follows:


Major Responsibilities:


·         Assist Financial Controller in managing day to day affairs of Finance department including meeting required reporting deadlines to HQ and USAID in a timely manner.


·         Preparation of Dashboard, Accruals on Quarterly basis  and any other donor related report


·         Prepare operating budget in assistance with budget holders for PRP project. Update it for monitoring and also finalize the monthly projections for online BVA, CTR against monthly cash withdraws.


·         Prepare annual budgetary forecasts and its subsequent revisions in coordination with the budget holders


·         Finalize online monthly BVA reports and hold regular meetings with budget holders.


·         Coordinate with supply chain for submission of GST exemption cases. 


·         Prepare annual foreign taxes/VAT reporting by consolidating data received from all partners.



  • Ensure sub grants/partners quarterly financial reports are in accordance with SPMS guidelines, tools, and process for partner’s assessment and monitoring.

  • Ensure funds and payments reconciliation with implementing partners’ records and completion of necessary documentation.

  • Process payment to grantees in a timely manner.

  • Prepare grants tracking report and update it regularly with grants team.

  • Ensure preparation of partner compliance reports with findings and issues identified during the audit and advice on improvements to systems and procedures. Review partner’s financial transactions to ensure adequate supporting documentation, accuracy of amounts and control over payments.

  • Enhance IRC PRP Finance staff capacity on Sub-grants/SPMS financial report and uploading to financial system.

  • Acting as liaison for the field office finance staff for policy or procedure questions and visits the field offices providing training to finance staff on IRC accounting procedures and, assists the Field Coordinators and program staff in finance related issues and activities

  • Prepare balance sheet account reconciliation’s on a timely basis, ensuring differences or discrepancies are brought to the attention of the FC and that appropriate action is taken to correct it.

  • Processing of bank and cash transactions and ensuring internal control procedures are followed for all cash disbursements, receipts and transfers and liaison with bank officials to resolve problems or facilitate improved service.

  • Assist Finance Controller in reviewing controls and compliance with the established procedures. Identify and report key issues and provide recommendations for improving control processes or procedures


Job Requirements: Education: Masters degree in Accounting/Business Administration/Commerce/Finance or certificate in professional accounting such as CA/ACMA/ACCA (Inter).


Work Experience:



  • Demonstrated ability to prepare budgets and manage project finances.

  • Overall 8 years’ of experience in accounting and financial management including at  least 5 years of experience in a managerial/supervisory position

  • INGO experience strongly preferred.

  • A commitment to IRC’s mission and vision

  • Leadership experience managing a Finance and accounting function for large budget programs in the INGO sector is strongly desired

  • Ability to function independently in a loosely structured but complex work environment, working and prioritizing multiple tasks.

  •  Able to communicate effectively (written and verbal) to staff at all levels.

  •  Strong management, interpersonal and negotiation skills and a demonstrated ability to promote harmonious/cohesive teamwork, in a cross cultural context.

  •  Proven ability to plan long-term, organize priorities and work under administrative and programmatic pressures with detail orientation and professional grace.

  •  Analytical ability in creating effective finance solutions while adhering to local laws and donor compliance;
